It is my pleasure to announce that the 4th International Colloquium of the IAA Pensions, Benefits and Social Security Section (PBSS) will be held on October 4-6 2009 in Tokyo, Japan.

This colloquium is one of the events on 20th Anniversary Celebration week of our society (the Japanese Society of Certified Pension Actuaries). I would like to welcome all of you to participate in this event and encourage you to present a paper.

2) Theme of the Colloquium

Low fertility rates, the ageing population and the maturing economy caused the social security pension systems in many countries to encounter the big hardship in the 1990s. The retirement benefit systems including corporate pension systems also encountered the same situation due to the 2000-02 perfect storm. The governments made the social security pension and retirement benefit reforms to get the systems’ sustainability including the benefits, contributions and finance reforms to overcome such difficulties in such countries.

At this Colloquium, participants will bring their knowledge and experiences together and discuss what they have done, what they are doing and what should be done.
From this perspective, we have decided the theme of the Colloquium to be “Actuarial Management of Pensions and Social Security- Past, Present and Future -”.

It should be noted that this is the first time for the international PBSS Colloquium to be held in Asia. I hope that many Asian researchers as well as actuaries will attend this Colloquium. In fact, one of the featured plenary sessions will be about the social security pension and corporate pension systems of Asian countries. It is planned to be the second theme of the Colloquium. Our hope is that as many researchers for Asian pensions as possible will write their paper and discuss each other at this session. We think all participants including those who come from other regions of the world would be able to be benefited from this session.

I believe that autumn in Japan is the best season for doing any study and sightseeing. We would be delighted if you are able to join us at this event. I look forward to seeing all of you here in Japan.
